It is an old school stone grinding wheel! We use a modern electric version now which is largely the same and still uses similar stone wheels, just with an electric motor to turn the shaft!

The old Victorian engineering is still working, albeit reconditioned now, but new electrical modifications constantly fail and are forever breaking down.

Sometimes our quest for automation is detrimental!
